Konektadong Pinoy Act welcomed

The Department of Economy, Planning, and Development (DEPDev) welcomes the Konektadong Pinoy Act, a landmark measure that aims to bridge the digital divide and advance digital transformation under the Philippine Development Plan 2023?2028.

“Reliable and affordable internet means more students, especially those in remote areas of the country, can gain access to online learning resources. Micro, small, and medium enterprises can reach broader markets, while clinics can deliver telehealth to those who are unable to travel to regional centers. Our farmers and fisherfolk can access timely market and weather information that will allow them to manage their crops more effectively. Citizens will also find it easier and less costly to access government services,” said DEPDev Secretary Arsenio Balisacan.

The act brings more competition into the market, promotes infrastructure sharing for faster rollout, and ensures more efficient use of radio frequency spectrum. These reforms will deliver wider coverage, faster speeds, and more affordable internet, making digitalization a stronger engine of productivity and inclusive growth. Stronger digital infrastructure, in turn, enhances resilience during disasters by keeping households, workplaces, and public services connected.

DEPDev also recommended the act's inclusion in the Legislative-Executive Development Advisory Council’s (LEDAC) Common Legislative Agenda and provided technical support to lawmakers during the crafting and deliberation of the measure.

DEPDev thanks the Senate and House authors and leadership, its partners in the Department of Information and Communications Technology (DICT), the Philippine Competition Commission (PCC), local government units (LGUs), regulatory bodies, the private sector, civil society, the academe, as well as the country’s development partners for the effort and expertise that made this reform possible.

DEPDev remains committed to working with its partners to keep the law’s implementation faithful to the KP Act’s objectives while addressing stakeholder concerns. The agency will continue providing evidence-based guidance and pursue an inclusive process in crafting the law’s implementing rules and regulations, ensuring that the promise of this reform brings real, equitably shared, and lasting gains for the country.
