The low pressure area (LPA) in the Philippine Area of Responsibility (PAR) has a high chance to become a tropical cyclone within 24 hours, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) reported on Wednesday.

As of 3 pm, the LPA was located 155 kilometers east of Tuguegarao City, Cagayan.

In a 5 pm forecast, weather specialist John Manalo stated that Pagasa sees two scenarios for the movement of LPA.

The LPA might pass through Calayan, Cagayan, before moving to the southern part of Japan, or move directly towards the southern part of Japan.

Once the LPA develops into a tropical depression, Pagasa may raise Tropical Cyclone Wind Signal No. 1 along eastern sections of northern and central Luzon as it is close to the landmass.

It will be named as ''Bising'' based on the first set of the Philippine topical cyclone list of names of Pagasa.

Based on the 5 pm weather advisory, the LPA will bring cloudy skies with scattered rains and thunderstorms in Cagayan Valley, Cordillera Administrative Region (CAR), Ilocos Region, and Aurora.

The latest heavy rainfall outlook stated that the LPA will dump 50 to 100 millimeters of rainfall to Apayao and Ilocos Norte from July 2 to July 5, Kalinga and Abra from July 2 to July 4, and Mountain Province only from July 3 to July 4.

Batanes and Cagayan will experience 50 to 100 millimeters of rainfall from July 2 to the afternoon of July 3, higher 100 to 200 millimeters of rainfall from the afternoon of July 3 to the afternoon of July 4, and may downgrade to 50 to 100 millimeters of rainfall on Friday afternoon to Saturday afternoon.
