Palace says there is “police report” on kidnapping plan in southern Cebu

There is a report of kidnapping of foreigners in southern Cebu as warned by the US Embassy in Manila but authorities have been verifying these reports, Malacanang said on Friday.

In a statement, Presidential Spokesperson Ernesto Abella admitted there was a “police report regarding a plan to stage a kidnapping in Southern Cebu .” The report is in the process of being validated," he said in a statement.

Senior Superintendent Dionardo Carlos, Philippine National Police spokesman, said there is no direct threat against US citizens but they are still validating possible threats.

The US Embassy, in a statement issued on Thursday, warned Americans that terrorist groups are planning to abduct foreigners, specifically in the areas around Dalaguete and Santander, including Sumilon Island .

Carlos said the places mentioned in the advisory are visited by tourists.

" US citizens should avoid travel to these areas and are reminded to review personal security plans; remain aware of their surroundings, including local events; and monitor local news stations for updates. Be vigilant and take appropriate steps to enhance your personal security," the Embassy said.

It also reminded its citizens of the most recent State Department Worldwide Caution on September 13, 2016, which indicates there is a ongoing threat of terrorist actions and violence against US citizens and interests abroad, including the Philippines .

Extremists have targeted sporting events, theaters, markets, mass transportation systems, including airlines, and other public venues where large crowds gather, the US Embassy said, adding crowded nightclubs, shopping malls, buses, and popular restaurants have also been targets.

The Embassy also reminded its citizens of the importance of taking preventative measures to ensure their safety and security while travelling and residing in the Philippines?.

Abella said the Philippine National Police commanders at various levels "have taken the necessary steps to harden or protect possible targets."
