CIDG files complaint vs ex-President Duterte over ''kill'' remarks

The Philippine National Police (PNP) through Criminal Investigation and Detection Group (CIDG) chief Brig. Gen.l Nicolas Torre III filed a complaint against former President Rodrigo Duterte following his "kill" remark against 15 incumbent senators, before the Department of Justice on Monday.

In a press statement, Torre said that he filed the complaint for case build up and evaluation for "alleged violations of Article 154 (Unlawful Use of Means of Publication and Unlawful Utterances) and Article 142 (Inciting to Sedition) of the Revised Penal Code, as amended by R.A. 10951, in relation to Section 6 of R.A. 10175, also known as the Cybercrime Prevention Act of 2012".

"We already submitted it for unlawful utterances and inciting to sedition", Torre told reporters.

Duterte said at the Partido ng Demokratiko Pilipino Lakas ng Bayan (PDP-Laban) proclamation rally in San Juan last February 13 that their candidates could acquire seats in the Senate if 15 senators of the administration coalition were killed.

"Let's kill the senators now to vacate the seats. If we are able to eliminate around 15 senators, all of us can get in", Duterte said in the rally.

But National Bureau of Investigation (NBI) director Jaime Santiago told reporters on Monday that the statement of the former President is "only a part of the rhetoric of a political speech". Marie Manalili/DMS
