Floods hit Metro Manila as ''Isang'' enhances southwest monsoon

Many areas in Metro Manila were flooded due to the southwest monsoon enhanced due to Tropical Depression ''Isang'' Friday morning.

As of Friday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said ''Isang'' was in the vicinity of Lagawe, Ifugao as of 8 pm after making landfall in Aurora in the morning.

From Friday evening until Saturday, Metro Manila is forecast to receive 50 to 100 millimeters of rain just like Bulacan, Rizal, Laguna, Cavite Batangas, Marinduque, Romblon, Oriental Mindoro, Palawan, Antique and Aklan.

The floods in Metro Manila coincides with the privilege speech made by Senator Panfilo Lacson Jr about flood control projects which he claimed were not effective, overpriced and sometimes did not even exist.

Public Works Secretary Manny Bonuan told Storycon that the floods were exacerbated by high tide and garbage.

''Isang'' was moving west northwest at the speed of 15 kph with maximum winds of 55 kph near the center and gusts of up to 90 kph.

Tropical cyclone wind signal number one was raised over Cagayan, Isabela, Quirino, Nueva Vizcaya, Apayao, Kalinga, Abra, Mountain Province, Ifugao, Benguet, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Aurora, and the northern portion of Nueva Ecija (Lupao, Carranglan, Pantabangan, San Jose City).

Isang is expected to "traverse Northern Luzon and emerge over the West Philippine Sea" on Friday night and eventually exit the Philippine Area of Responsibility by tomorrow (23 August) morning or afternoon."

The state weather bureau noted that the tropical cyclone "is forecast to intensify into a tropical storm tomorrow morning and may reach severe tropical storm category while approaching the waters south of Hainan, China."

"However, intensification into a tropical storm at a much earlier time (e.g., several hours after emerging over the West Philippine Sea) is not ruled out," it added.

The Southwest monsoon is expected to bring 50 to 100 mm rainfall over Metro Manila and other areas like Bulacan, Rizal, Laguna, Cavite, Batangas, Marinduque, Romblon, Oriental Mindoro, Palawan, Antique, and Aklan on Saturday while the same condition is also expected in Palawan and Occidental Mindoro by Sunday.
