A dismissed public works and highways engineer returned parts of kickbacks obtained from anomalous flood control projects in Bulacan, the Department of Justice (DOJ) reported on Friday.
In a press conference, Acting Justice Secretary Fredderick Vida said Henry Alcantara turned over around P110 million as part of his P300 million restitution.
"This is part of the 300 million (pesos) committed amount for restitution only for those particular cases he mentioned," he said.
Vida explained that the restitution was the total amount illegally obtained by Alcantara in his transactions based on his revelations.
"Do not worry because his (Alcantara's) discharge from criminal liability is only about that amount of money, because the DOJ does not give blanket immunity in everything else," he said.
"That is why if we discover that he is also involved in another issue... and we prove that he withheld information to hide his involvement, he will not be absolved from his responsibility for that... If we see that he is violating the terms and conditions of the witness protection program he can be removed from the program," he added.
Vida said the money will have to undergo a process of checking before the Bureau of Treasury will issue a receipt for the returned cash.
"It will go to the pocket of the Filipino people. After checking if there is any counterfeit, if the counting was accurate and everything. There is a process by the Landbank, once it is accounted for they will certify the total amount received and then the Bureau of Treasury will issue a receipt," he said. Robina Asido/DMS
