Marcos signs right-of-way law to speed up transport projects

President Ferdinand Marcos signed two laws which will speed up the implementation of infrastructure works and institutionalize professional development among public school teachers.

On Thursday, Palace Press Officer Claire Castro said the Accelerated and Reformed Right-of-Way (ARROW) Act was signed.

The law aims to ease the challenges by the Department of Public Works and Highways (DPWH) and the Department of Transportation (DOTr) in implementing major infrastructure projects.

Last February, Public Works and Highways Secretary Vince Dizon, who was then DOTr chief, said the slow progress in government public works, such as the Metro Manila Subway and the North-South Commuter Railway to right-of-way issues.

The two key projects, funded by the Japanese government, will be fully inaugurated past 2028. The subway is now seen to be implemented on 2032 instead of 2028.

Last September 3, the Ortigas Station of the Metro Manila Subway Project began after a two-year delay.

The North South Commuter Railway is estimated to fully operate as late at 2032.

Marcos also signed a law, which institutionalized the Career Progression System for Public School Teachers and School Leaders.

The new law states that the promotions for the positions from Teacher I to Master Teacher I are "non-hierarchical and will be based on a teacher’s fitness and competence." DMS
