A commission which oversees the rehabilitation of areas destroyed during two recent typhoons may avail itself of a $15 billion commercial credit from China, a statement from Malacanang Palace said Sunday.

The amount will be available to the 10 member countries of the Association of Southeast Asian Nations in the next three to five years but the decision to borrow lies with the commission. DMS
